OpenAI has recently submitted a 15-page response to the White House's call for public input on the AI Action Plan, proposing that AI companies be shielded from state-level regulations in favor of federal oversight.
Key points:
OpenAI cautions that the 781 state-level AI bills introduced this year could undermine American innovation and competitiveness, especially in comparison to China’s growing AI ambitions.
The proposal also calls for increased investment in infrastructure, reforming copyright laws, and expanding access to government datasets for AI development.
OpenAI specifically highlights China's "unfettered access to data" and argues that the AI race will be “effectively over” if fair use copyright laws aren’t applied in the U.S.
OpenAI further urged the U.S. government to ban models like DeepSeek, citing security concerns and calling the lab "state-controlled."
Why it matters: With its $500 billion Stargate Project and increasing influence in Washington, OpenAI’s regulatory goals now rival its technical ambitions.
